The Minister of Environment, Planning and Economic Development with the Cape Film Commission officially launched the Runway Film Resource Centre a strategic Skills Training and Development intervention on the 22nd of February 2008. The Runway Resource centre is a partnership between the Provincial Government of the Western Cape, the Dell Foundation, and the Waterfront Studios.
Premier Ebrahim Rasool in his recent State of the Province Address said that the Western Cape economy would stagnate or take off on the basis that relevant skill and human resources was developed. He further added that the provincial government took a set of decisions four years ago to make rapid progress on meeting the quantitative challenges in education as a platform to overcome the persistent qualitative challenges. It is inline with this that the Cape Film Commission undertook to extensively investigate the extent or lack of critical skills in the film sector that would continue to drive the country’s economy.
The Skills Development in the Film Sector research commissioned by the Cape Film Commission and the Centre for Extended Learning recommended that the Cape Film Commission should set up this initiative as an intervention to develop critical skills in the region. The issue of the skills shortage is affecting a lot of sectors in the country and film is not different, with lack of transformation and adequate training intervention especially from the seta’s is proving detrimental especially on the background of the high medium term demand brought by 2010.
The skills development study found that there is a serious lack of skills training and development interventions even though government has legislated SETA’s. In the last financial year MAPPP-Seta was allocated a R128 million budget to develop skills in this sector and it only spent about R9 million in the Film and Electronic Media chamber and roughly above 1.5% or R1.65 million in the western cape in only two projects, even though the Western Cape is the single most highest producer and economic driver in the film sector........

I am very excited by this initiative of the Cape Film Commission, which is made possible through the support of the Economic Development Department of the government of the Western Cape. I am excited by the vision of creating a facility for citizens of the Western Cape to access the services available within the film industry provincially and at a national level. This is in line with the industry’s vision as articulated in the Value Charter and the Moral Imperative which calls for the creation of facilities for ordinary South Africans to bear influence in the expression of their own images, thereby deepen democracy and create prosperity. All of us should strive for the realisation of this noble ideal.
The realization of all strategic initiatives articulated in the Value Charter require ongoing collaboration and co-operation with a number of government departments, policy and legislation formulation institutions and other stakeholders, and this facility will assist in this regard. The interests of stakeholders need to be properly assessed and accounted for in terms of the outcomes and the impact of strategic initiatives, again this facility is a first step towards giving stakeholders an opprtunity to understand what the initiatives are and how they impact on their lives..............

There is no keynote address; there are just some words of appreciation.
I think we all know why we are here. We are here partly to see a film that has won the best of humanitarian awards at the Oscars. What makes “Taxi to the Dark Side” special, because many films have won awards in one way or the other at the Oscars, the reason that we are here to honour this particular film, is because its executive producer is a homeboy; he is from amongst us. He has imbibed the worst that this country has to give, and he has under-experienced the best that this country has to give.
And it is not often that we have an opportunity to see a film that comes from the consciousness that only South Africa can create. It is a consciousness Laurence Mitchell used for commenting on the human condition; it makes one conscious of how we continuously strive to improve that human condition and how we try to be unconscious when one person does something bad to another person.
An example is when we diminish each other by violating each other’s human rights. And so, Don Hakens, we are here to say to you in particular, but also to everyone who worked with you to create this award-winning film documentary, congratulations, well done and thank you very much for doing us proud. You do us proud not only because you have won an award, you do us proud because in a world that is ravaged by war and by conflict, you have chosen to be conscious about it..............

It is on this economic development premise that the Cape Film Commission in collaboration with the Department of Trade and Industry (DTI) hosted a presentation and networking function for the film industry. The aim of the session was to present the recently launched South African Film and Television Rebate incentive schemes to the film industry in Cape Town.
The new film and television production incentives comprises of the Location Film and Television Production Scheme, and the South African Film and Television Production and Co-Production Scheme.
These revised film production incentives intend to increase local content generation and improve location competitiveness for foreign film productions in South Africa.
Firstly, The Location Film and Television Production scheme will be available to foreign-owned productions with Qualifying South African Production Expenditure (QSAPE) of R12 million and above. It provides a rebate of 15 per cent of the QSAPE to qualifying productions in the following formats: feature films, telemovies, television drama series, documentaries, animation and short form animations. Its aim is to attract large-budget overseas film and television productions to South Africa..............
NFVF Cannes Film Festival Media Launch in Cape Town

The National Film and Video Foundation’s (NFVF) Cannes Film Festival 2008 Program will be officially launched in Cape Town on the 6th May 2008, at the Protea Hotel, Sea Point, Cnr. Arthur’s Rd& Main Rd, from 12h00-15h00.
At this media launch, the NFVF will announce its program for the 2008 Cannes Film Festival and the South African delegation to Cannes. This will comprise of the NFVF, Department of Arts and Culture (DAC), Cape Film Commission (CFC), Gauteng Film Commission (GFC), Department of Trade and Industry (DTI) and South Africa’s prominent producers.
The launch will also serve as a networking platform where the NFVF will engage the media about its role in the film industry..............

The Hout Bay Business Opportunities Forum (HBBOF) invited MEC for the Western Cape Provincial Local Government and Housing, the Honourable Minister Richard Dyantyi, to come and explain the “ISIDIMA” project, the road map to dignified communities.
This session was held on Monday the 31 March 2008 at 19H00p.m at the Hout bay Library Hall. It was well attended by representatives of different organisations. Rev. Jonathan Dreyer the MC for the evening, also Chairman HBBOF welcomed the guests and the Honourable Minister Dyantyi.
Gregg Louw of HBBOF gave a brief history of HBBOF, clarifying its Aims and Objectives.
Timothy Jacobs of HBBOF Advisory Council announced the upcoming Seafood Festival and explained how organisations can get involved. For further information regarding the Festival contact Timothy on 083 390-4966.

Table of Unity

This is the Republic of Hout Bay`s mirror event of the Table of Peace and Unity held on Table Mountain Rd in Cape Town annually on 27 April in celebration of Freedom Day. At the event, the Hout Bay and Llandudno Heritage Trust fired a cannon ( we have twelve 18th century cannons ) to mark the occasion. In the past years the trust has successfully presented the ‘around the Peninsula Freedom day cannon salute’.
This year Hout Bay introduced for the first time the Table of Unity on the beachfront hosted by Hout Bay MOB members representing Hout Bay’s businesses, who have mustered their efforts to focus on the need to get our people together in Hout Bay. This year, Jimmy`s Killer Prawns & Legends Pub & Grill hosted the table. The MOB invited Sea Gulls from Hangberg to present their special Paella dish.
These efforts by local businesses include hosting special events such as
- Table of Peace and Unity
on 27 April
- international Day of Prayer on 11 May
- Coming of Age Celebrations of the Republic of Hout Bay on 23 May
- Hout Bay Carnival Street Parade on Sat 24 May
- Afrikaans Musiek Fees in October combined with an October Fest
- Hout Bay Jazz Festival in November
Also this year, the 12 days of Christmas will be part of the Christmas program together with a Christmas Night Market.
Hout Bay’s first table of Unity was addressed and officially launched by the Ward Councillor Margo Haywood and attended by members of the business and local community. Song items were rendered by the Hout Bay Malay Choir Brass Band. The traditional firing of the cannon on this special day was effected by Marga Haywood which also marked Hout Bay`s significant inclusion in the National Freedom Day program. The 2nd firing of the cannon was performed by Charlene August, a member of the Malay Choir.
At the occation Hout Bay Passports were presented by the "Consul of the Republicc of Hout Bay" to Councillor Marga Haywood, Timothy Jacobs and Winston Williams. Welcome to the new official citizens of the Republic of Hout Bay!
This event will form part of the calendar of events for next year and beyond.
The Republic of Hout Bay celebrates its coming of age
on the 23rd of May 2008.
Since the founding of the Republic in 1987, the popular Hout Bay passport has been in circulation and has travelled vastly throughout the world. Twenty-years on, in September 2007, the Hout Bay Consulate opened its doors at Pam Arlene Place on the Main Road in Hout Bay.
On May 23rd a dinner/dance event will be hosted by the Hout Bay MOB at the well known Suikerbossie restaurant to mark the coming of age of the Republic. Guests are to enjoy a three course meal and wine while being entertained by the famous music group `The Newz` and a raffle will decide if you are one of the lucky winners. The program will also include an auction of paintings by a world renowned artist as well as the Titles of the Republican Council eg Minister of Safety & Security. Proceeds will be in favour of the Hout Bay MOB to assist in upcoming events.
Various Consuls of the International Community have been invited to attend for inclusion at the “Table of Consuls” hosted by the Consul-General of the Republic of Hout Bay.

The Republic of Hout Bay Street Parade

The Street Parade will show-case Hout Bay in typical Hout Bay celebratory style.
Harley Davidson riders (Knights of the Republic), Drum-Majorettes from Imizamo Yethu, a Youth-Street-Band from Hangberg, Horse-Riders from the equestrian society in the Valley, Security Patrol Units display (Deep Blue Security Co ), Themed Floats by various restaurants and Acrobats from the Zip-Zap circus school, Champs of Champs winner 2008 Minstrel Carnival Troop, Hout Bay Scouts & Girl-Guides.
The Hout Bay Heritage Trust will also be firing the traditional Cannon at the end point of the street parade to mark the Republic`s coming of age.
The Street Parade route will be from Kronendal High School along Main Road to the Beach Front.
This promises to be fun for the whole family !!!

Mob of the Republic creates opportunities

The Republic of Hout Bay turns 21 this year and a group of businessmen calling themselves the Hout Bay Mob (which stands for Marketing Our Business) want to enliven the local business sector for the benefit of residents as well as visitors.
According to Mr André Jacobs, MOB Chairman, the very own “consul” of “the republic”, it is very important for any area to create an environment within which the business sector can grow.
“People should enjoy coming here. Look at what the City Improvement District (CID) managed to do in the CBD of Cape Town by means of active participation of businesses. We offer a unique experience in Hout Bay and want to see to it that our CBD is conducive to business,” says Jacobs, a former manager of the Good Hope and South Peninsula sub-councils of the Cape Town Municipality.
The Hout Bay Mob emphasises that Capetonians do not have to spend a lot of money on airline tickets and petrol to visit a different place – Hout Bay.
Mr Rudolf Rieger, ‘n founding member of the Republic of Hout Bay and Deputy Chairman of the Hout Bay Mob, says they want to create a hub for tourism where tour busses would want to stop instead of merely passing though on the way to Cape Point.
“Many visitors are impressed by the unique kaleidoscope of the diversity offered by the Hout Bay valley, situated just on the other side of the rest of the Peninsula. We even have residents from as far away as Sweden and Alaska,” says Jacobs.
The Hout Bay Mob want to ensure that there are a variety of events presented by the republic throughout the year. These include its very own Table of Unity on Freedom Day, an international day of prayer for all religions to be held on the beach on May 11, an Afrikaans music festival in October and a jazz festival in November. The 21st birthday celebrations will take place on the weekend of 23 to 25 May and will include a gala at the well-known Suikerbossie restaurant as well as a street festival and street parade.
Rieger says Hout Bay has the potential to create its very own CID, since it already has a good network of neighbourhood watches and volunteers. Members of the Mob are looking into deploying about 80 security guards in the area.
“The concept of a republic allows residents and businesses to take ownership of the wellbeing of the area. One should not merely wait for the authorities to do something, but rather take active steps to create a safe environment and allow people to enjoy the area,” says Rieger.

Freedom Day and the cellebration of the Table of Peace and Unity

THE MEANING OF FREEDOM IS RELATIVE. In the context of Freedom Day, it refers to the ability to cast your vote once every five years.
Those on the political left define freedom as the ability of the individual to realise his or her own potential and pursuit of happiness. Freedom in this sense may include freedom from want, poverty, deprivation, or oppression.
Friedrich Hayek famously noted that "liberty" and "freedom" have probably been the most abused words in recent history today.
Milton Friedman observed that the essence of political freedom is the absence of coercion or aggression (duress/intimidation/bullying). In the new South Africa we have added to this equation the absence of violence and corruption.
Some people argue that Iraq was free under Paul Bremer on the grounds that it was a rational, humanist, non-suppressive government, long before elections were held. Others have argued that Iraq was free under Saddam Hussein because Iraq was not a colony.
What everybody agrees on is that the opposite of a free society is a one party authoritarian state, such as Zimbabwe under the Rule of ZANU PF’s Robert Mugabe.
The fundamental danger to political freedom is the concentration of power. The existence of a large measure of power in the hands of a few enables them to use it to abuse their fellow men.
“Power tends to corrupt, absolute power corrupts absolutely” this observation by Lord Acton, a British historian in the late nineteenth century, observes the fact that it is a characteristic of human beings that their sense of morality lessens as their sense of power increases.
The maxim of the Apartheid regime was Unity Creates Strength. Many leaders endeavour to unite - few listen to the people’s plight.
Preservation of freedom requires either the elimination of unlimited power or its distribution where it cannot be eliminated.............
